Regional disparities in the Czech Republic - their occurrence, identification and elimination


The project focused on research of disparities in territorial development is a project executed under research programme of Ministry for Local Development for 2007 to 2011–WD programme – Research for regional disparities management.


The research is supported in accordance with Regional development support act No. 248/2000, §3, item c) as „research and technological development contributing to total development of the region relating to support in introducing new technologies and innovations and increasing capacities of research and development there where it is necessary for the development of the region“.

PROJECT MISSION

Propose theoretical, system and methodological framework for better understanding and elimination or moderation of regional disparities in the Czech Republic.

PROJECT GLOBAL AIMS

Deepen knowledge in development of territorial inequalities causing disparities. Formulate theoretical basis and propose system and methodological framework for identification and classification of territorial disparities.

Develop system of tools for elimination or moderation of territorial disparities and for increasing regional management efficiency in the Czech Republic.

PROJECT PARTIAL AIMS

  • Extend and deepen knowledge of territorial inequalities causing disparities effecting the development of different regions and also global regional development of the Czech Republic.
  • Formulate theoretical basis and propose system and methodical framework for identification and classification of territorial disparities.
  • Develop system of tools for eliminating or moderating territorial disparities and to find ways how to effective influence development of territorial disparities through regional management (through developing development strategies and plans)
  • Improve system links and increase efficiency of measures for eliminating or moderating territorial disparities in the process of management of regional development in the Czech Republic in all its stages – strategic, program and implementation ones.
  • Propose methods and tools for identification, classification and appraisal of importance of regional disparities.
  • Develop procedure of knowledge and tools transfer affecting solution of regional disparities into methods and technologies of regional management.
  • Propose redevelopment of procedures for development of strategic and program documents to consider results reached in research of regional disparities and their possible solutions.

EXPECTED GAINS OF THE PROJECT

The gain of the research project will consist in development of theoretical support and system and methodological basis of regional disparities understanding, finding new or improvement of existing methods of regional disparities investigation, namely methods for their finding, measuring and classification.

Project results will be also used when negotiating conditions for support from EU funds for regions of the Czech Republic and in preparation of associated projects and applications for subsidies for municipalities or associations of municipalities or micro-regions development plans implementation.

Results got on from the project can help to develop suitable starting conditions for sustainable regional development of the Czech Republic.

RESEARCH PROJECT TIME FRAME

RESEARCH PERIOD: APRIL 1, 2007 – DECEMBER 31, 2010

FORM OF RESULTS PROCESSING AND TRANSFER

Project results will be processed and hand over as an aggregate to the customer in form of partial reports and final research report.

Research results will be transferred in form of methodological recommendations or recommendations for legislative or system adjustments to institutions or organizations that can within their competencies effect the solution of regional disparities (government departments, regional offices, municipalities, regional development agencies, educational institutions, etc.).

New findings and results reached in the course of solution will be confronted with international comparisons and they will pass a pilot examination.

PROJECT AND RESEARCH TEAM

To manage this task there has been built up a research team composed of staff of VSB-Technical University, Faculty of Economy in Ostrava and Silesian University, Business Faculty in Karviná focused on regional economy and regional management having many years scientific research experience and of young research-teaching assistants and inceptors, having mostly also some experience in research.

INTERNATIONAL CO-OPERATION

For analysis of occurrence, development and classification of regional disparities, namely their international comparison, there will be used long-term co-operation with similar working sites in Poland and Slovakia.

An International seminar will be held in cooperation with above mentioned working sites after completing the Stage 1 of the research and an International conference on regional disparities will take place after completing the research project.
